On 17 November 2026, Bourges 2028 will host the second edition of the International Laboratory for Inclusive and Accessible Culture (LICIA) at the Maison de la Culture de Bourges. The programme will feature a day of discussions, debates and artistic performances, bringing together experiences and practices from across Europe to advance accessibility in the cultural sector.
Advancing accessibility across Europe
On 22 and 23 October, Thibaut de Martimprey, Accessibility and Inclusion Commissioner at Bourges 2028, took part in the Arts & Disability Forum, held in Romania as part of the Bucharest National Theatre Festival. This European gathering provided an opportunity to exchange experiences and further explore ways to improve accessibility in the cultural sector.
His participation reflects the approach championed by Bourges 2028 through LICIA: encouraging the sharing of knowledge and practices to make accessibility an essential part of cultural projects, both in France and across Europe.
A second edition at the Maison de la Culture de Bourges
Following a first edition that brought together nearly 300 participants and more than 30 speakers, LICIA returns on Tuesday 17 November 2026 for a new day of discussions, debates, personal accounts and artistic performances.
At the heart of this initiative lies a clear conviction: accessibility must be considered from the very outset of cultural projects to ensure that everyone can fully participate in cultural life.
Artists, researchers, cultural professionals and European partners will come together to share their experiences and perspectives. Confirmed speakers include:
Diana Niepce, dancer, choreographer and writer;
Yakir Arbib, jazz pianist and composer;
Nathan Arnaud, choreographer and dancer;
Laetitia Bernard, sports journalist and equestrian;
Roro le Costaud, speaker and influencer;
Marie Lavandier, President of the Centre des monuments nationaux.
A Solutions Village showcasing practical initiatives
This second edition will also introduce a new feature: a Solutions Village in the foyer of the Maison de la Culture de Bourges. Several partners will present practical tools and initiatives designed to make culture more accessible and enable everyone to fully experience the arts.
We would like to extend our warm thanks to all our public-sector partners, as well as apiDV – Accompagner, Promouvoir, Intégrer les Déficients Visuels, Tactile Studios and Beplay Transmissão de Acessibilidade, for their commitment to LICIA.
Through this international laboratory, Bourges 2028 continues to pursue its ambition of making universal accessibility a concrete and lasting commitment at the heart of its European Capital of Culture programme.
